Conditions at privately-run Wyoming juvenile facilities draw ACLU attention

CHEYENNE, Wyo. (AP) — The American Civil Liberties Union said it’s concerned about conditions in Wyoming’s two privately run juvenile detention centers and would like to hear from youth who’ve spent time in the jails.

The ACLU’s interest follows state investigations of alleged neglect at the Regional Juvenile Detention Center in Casper and of safety concerns at the Jeffrey C. Wardle Academy in Cheyenne.

“At both of these facilities, there didn’t seem to be the kind of safety that needed to be provided for juveniles,” said Linda Burt, executive director of the ACLU in Wyoming. “That’s a huge concern.”

Wyoming Department of Family Services officials said last week they’ve been looking into why staff at the Natrona County facility didn’t immediately report alleged recent incidents including an assault between two boys.

The Department of Family Services investigated the Cheyenne facility last summer, saying youths there had sex with one another and access to drugs.

Department of Family Services spokeswoman Juliette Rule said the ACLU’s interest in the facilities didn’t surprise her.

“It’s a disturbing situation and we too are concerned about it,” Rule said.

Cheyenne-based Frontier Correctional Systems has been running both centers. Cornerstone Programs Corp., a company based in Centennial, Colo., last month began a three-month process of taking over the facilities. State officials say the alleged incidents happened before the takeover began.

Burt said she hoped that people who’ve been in the facilities could offer a clearer picture of staffing, discipline, education and medical treatment.

She pointed out that the Casper facility used to be Natrona County’s adult jail until the late 1990s. After the ACLU filed suit because of overcrowding, the county built a new jail and began using the old jail to house juveniles — a solution that was supposed to be temporary but has lasted more than a decade.

“Why was a facility that was not deemed acceptable for adults given to kids? What sense does that make?” Burt said.

Burt didn’t rule out filing suit again, depending on circumstances.

“Our idea initially is always to work things out in the best way we can prior to considering litigation. But for the ACLU, that is always an option,” she said.

Natrona County Sheriff Mark Benton did not return a phone message seeking comment Wednesday. A receptionist at the Wardle Academy said she didn’t know how to reach Frontier Correctional Systems CEO John Harrison and declined to take a message.

Rule said Wednesday that conditions at the Wardle Academy have improved. She credited the department’s focus on that facility since last summer as well as Cornerstone’s takeover.

“It’s a different picture; it’s a different operation now,” Rule said.

Tuesday night, Eric Boyd’s family spoke out about the case for the first time.
Boyd is charged in federal court as an accessory after the fact in the January 2007 carjacking, rapes, and murders of Knoxville couple Channon Christian and Chris Newsom.
Boyd’s family feels he was a victim of circumstance, saying that he was around the wrong people at the wrong time.
“I’m not here for the defendants that actually done this thing,” said Anthony Boyd, Eric Boyd’s older brother. “I just want my brother to get a fair trial and be able to move on with his life.”
Anthony Boyd stood outside their mother’s house in northwest Knoxville, his brother’s picture close to his side.
“He did not really know these guys,” he said. “These guys he shot ball with, guys that he thought was his friends.”
Anthony Boyd believes another person involved in the case was even more involved–murder suspect Lemaricus Davidson’s ex-girlfriend Daphne Sutton. Sutton has not been charged.
“The prosecutor and the D.A. and the arresting officer in this case should look more into Daphne and what more she had to say about this case,” Boyd said. “I feel like she knows more than my brother ever would know about this case.”
The family expressed their belief Eric Boyd did all he could by helping lead police to murder suspect Lemaricus Davidson. They also feel he shouldn’t be charged with hiding Davidson.
“If you put yourself in that position, with people that do bad crimes like this, what would you do?,” asked Anthony Boyd. “Save your life first, then tell? Or, tell and get killed?”
Feelings for the families of those killed were also on the Boyd family’s mind.
“We’re deeply saddened by this,” said Eric’s older brother. “If I could ever meet up with this guy, her father, I’d like to meet him and apologize to them.”
If convicted, Eric Boyd could face 15 years in prison.

KNOXVILLE (WATE) – Police say the body of a UT student was found Tuesday in a Knoxville home is just down the street from where her boyfriend was found dead on Sunday.

The body of Channon Christian, 21, was found in a rental house on the 2300 block of Chipman Street in East Knoxville. It was taken to the UT Forensic Center where the positive identification was made.

The body of Christian’s boyfriend, Christopher Newsom, 23, was found Sunday afternoon along the railroad tracks near 9th Ave.

The couple disappeared Saturday night while they were on a date.

Police have not released the cause of their deaths, but they say Newsom was murdered.

Christian’s car was found near where Newsom’s body was found.

There are two Facebook.com pages devoted to Christian. Just by looking at the posts, you can tell she is warm, caring and devoted to her friends and family.

Christian describes herself as a 2003 graduate of Farragut High School, a medical tech with area hospitals and an employee at a shoe store in West Knoxville. Her co-workers say she’s worked there for five years.

One former co-worker says Christian was the sweetest person he’d ever met. He described her as full of life with a good head on her shoulders.

The owner of the Chipman Street house, who asked not to be identified, said he’s shocked to hear a body was found there. He couldn’t give 6 News any other details because investigators have asked him not to reveal anything.

Christian and Newsom went to a friend’s house at the Washington Ridge apartments Saturday night. They were going to dinner, then to another friend’s house to watch movies. But they never made it to that house.

Channon was set to graduate from UT this year.

Preventing child abuse is a challenge

Child abuse is one of those subjects that many people find uncomfortable to talk about. That’s unfortunate because it’s a problem that won’t be addressed adequately until there is a thoroughgoing dialogue that involves the community at large.
To increase awareness about child abuse and stimulate the search for solutions, April 1983 was designated the first National Child Abuse Prevention Month. The Office on Child Abuse and Neglect, part of the Children’s Bureau of the Administration for Children and Families of the U.S. Department of Health and Human Services, is charged with coordinating what has become an annual observance. Nationwide during this month, there are activities by a wide array of public and private sector organizations designed to increase awareness about child neglect and abuse. The goal is to build support for programs that help prevent abuse and — if prevention has failed — address the needs of victims.
On strictly moral and humanitarian grounds any right-thinking American should be appalled by child abuse and child neglect. There is, however, a financial cost to our society of these unsavory actions that may come as a surprise.
On Jan. 29, Prevent Child Abuse America and Kids Are Waiting jointly released an economic impact analysis that estimated the cost to the United States of child abuse and neglect at almost $104 billion in 2007. A September 2007 report released by PCAA and funded by The Pew Charitable Trust provides additional details regarding how child abuse and neglect generate expense for the nation. Direct costs to society are incurred as a result of hospitalization, the mental health care system, child welfare services and law enforcement. There are also indirect costs generated by special education needs, juvenile delinquency, assorted mental health and health care requirements, the adult criminal justice system and lost productivity to society.
The PCAA report’s authors — Ching-Tung Wang and John Holton — conclude that the dollar cost of this blemish on our society is enormous, but the damage done by abuse and neglect are much more than a financial matter. They end their analysis with the following observation:
‘‘Although the economic costs associated with child abuse and neglect are substantial, it is essential to recognize that it is impossible to calculate the impact of the pain, suffering and reduced quality of life that victims of child abuse and neglect experience.’’
It is these intangibles that should be especially of concern as a game plan to protect the nation’s children is evolved. That was clearly on President George W. Bush’s mind when he issued his proclamation designating National Child Abuse Prevention Month 2008. The president’s words are an appropriate call to action:
‘‘Parents have a responsibility to safeguard their children from danger and to provide the love, protection and guidance youngsters need to grow into confident and caring adults. In every community across the nation, good and courageous citizens are improving the lives of our most vulnerable children with acts of compassion. The strength of America lies in the ability of our citizens to make a positive difference in the lives of our young people.’’
The president characterized children as ‘‘the hope and promise of our nation.’’ That’s a sentiment most people would endorse. Consequently, there is widespread agreement that preventing child abuse and child neglect should be high priorities for every community in this nation.
